Third International Congress of Soldiers’ Mothers
FOR LIFE AND FREEDOM

RESOLUTION REGARDING THE WAR IN CHECHNYA

Participants in the Third International Congress of soldiers’ mothers «For Life and Freedom», representing 107 regional Russian soldiers’ mothers’ organizations and 14 Russian and international human rights and peacemaking organizations, establish the failure of the federal leadership’s policy in Chechnya.

The necessity of the fight against international terrorism cannot camouflage the illegality, illegitimacy, and criminal character of the war in Chechnya.

In Chechnya, first of all, the arbitrariness of military authorities reigns and every day servicemen and civilians are dying. Federal forces do not have the power to cope with terrorism, the growth of crime in the very law enforcement agencies which are acting in the zone of conflict, or the socio-economic and political problems in the territory of Chechnya.

Military operations in Chechnya intensify interethnic discord and cripple the younger generation, which was brought up with violence in Chechnya. In the future, families will grow in the enmity and hate which are eating away at the country.

Participants in the Congress demand:

  • from the federal authorities:
    • the removal of the information blockade in Chechnya and the guarantee of the freedom to visit military units in the zone of conflict;
    • the expansion of the conflict by political means, the immediate cessation of military activities in Chechnya, an objective investigation of mass infringements of the rights of civilians, and the refusal to send servicemen by conscription to Chechnya
  • from the Ministry of Defense and other law enforcement agencies which are beginning to function in Chechnya:
    • publication of an official list of dead in the territory of the Northern Caucasus from September 1994, including so-called «medical losses» and even lists of wounded and those who disappeared without a trace.

Russia voted for the United Nations Security Council resolution 1325 (2000) and brought into force the obligations of the United Nations Charter and should in every way promote the involvement of women’s non-governmental organizations in peacemaking efforts.

In actuality, federal authorities roughly violate the rights of women as a result of private departmental decision-making and the shifting on to the shoulders of organizations of soldiers’ mothers the burdens of dealing with the conflict’s consequences, which are related to the violation of the rights of soldiers by conscription.

Participants of the Congress demand the direct participation of our representatives in the meetings of organs of state authority, including the government, the State Council, the Security Council, and other organs which make decisions related to the Chechen problem and decisions regarding servicemen who have been conscripted.

Russia is obliged to fulfill United Nations decisions, which establish gender equality in the guaranteeing of peace and security. All the more in our own country!
